Overview:
JHPIEGO/Zambia manages the most comprehensive, diverse and complex country program, through which many JHP innovations have been pioneered. The Country Director will coordinate, manage, and increase the visibility and funding for JHPIEGO programs in Zambia. In collaboration with, and under the general supervision of the Director of Global Programs (GP) and assigned program staff in the GP Division, as well as in-country and regional donors and partners, the Country Director is responsible for coordinating activity programming, action plan formulation, presentation of JHPIEGO in-country, financial oversight, and business development activities. The Country Director is the primary contact for all information and requests for technical or programmatic assistance for new or ongoing JHPIEGO activities in Zambia. The Country Director mentors and supervises the in-country technical, financial and administrative, and M&E staff, and is responsible for ensuring the growth, diversification and sustainability of the country program.
Responsibilities:

- Leadership
- Support JHPIEGO strategy formulation including development of objectives, roles and responsibilities of staff, outreach, and a plan for overall flow of information and knowledge to and from Zambia
- Provide technical leadership and set priorities for the program
- Ensure that JHPIEGO’s country programs are technically sound, evidence based and responsive to the needs of the country, its people and donors
- Keep the Director, Global Programs informed of successes, challenges, and lessons learned in managing the country programs
- Motivate and mentor assigned staff and consultants
o Write and/or review technical components of materials and publications related to the program and its development
- Represent JHPIEGO in professional circles through meetings, conferences and presentations
- Develop and maintain excellent relationships with colleagues and donors within the country and region
- Delegate appropriately
- Management
- Responsible to the Regional Director for successful programmatic, technical and financial implementation of the country’s programs and awards
- Preparation and timely submission of all programmatic and financial reports to JHPIEGO and donors
- Develop and modify country award work plans including budgets
- Review work plan matrix monthly with Regional Director
- Hire sufficient number of staff and technical advisors needed for on-time delivery of the country programs
- Monitor and supervise the efficiency and effectiveness of the work of JHPIEGO staff and contractors in country, including those providing technical, programmatic, financial and administrative services
- Ensure participation by country representatives in international and regional meetings in technical areas of the country program
- Conduct staff evaluations as required and support/enable staff professional development
- Promote country staff’s greater understanding of and compliance with JHPIEGO, JHU and donors’ operational policies and regulations
- Ensure that the program is working within resources available and that the program is fiscally sound.
- Business Development
- Identify, and provide analyses of, in-country business development opportunities
o
- Promote JHPIEGO business development through relationships developed with in-country and regional partners, donors and the business community;
- Assist with the creation of proposal teams, and lead, manage, and/or respond to proposals as assigned
- Lead and manage development of unsolicited proposals to identified in-country and external donors
- Provide technical and programmatic inputs to new proposals as needed
o Participate in final review of all technical and programmatic portions of proposals developed for Zambia
- Knowledge Management/Knowledge Sharing
- Provide quarterly updates on the progress made, technical direction and approaches and successes of the country program to JHPIEGO staff worldwide
- Support Director, Global Programs in developing and implementing processes for providing JHPIEGO staff in Africa and worldwide with state of the art training and transfer of learning in the programmatic areas of the country program
- Ensure field staff are included in sharing of information and knowledge and that flow of information comes from the field as well as from Baltimore.
Qualifications and Requirements
- Graduate degree in public health or related field
- Minimum 10 years experience in successful field design, implementation and management of international health programs within a developing country context
- Excellent English verbal, written and presentation skills
- Proven ability to manage and lead teams operating in complex environments
- Excellent financial analytical skills
- Outstanding business development skills
- Knowledge: (functional or technical; i.e. federal legislation, finance, program planning, public healthcare standards, proposal writing, human resources practices, etc.)
- Extensive knowledge of the international health program development field
- Acknowledged skills in at least two or more of the following clinical areas: HIV/AIDS prevention, care and treatment; maternal, newborn and child health; reproductive health and family planning
- Acknowledged skills in at least two or more of the following technical areas: strengthening service delivery programs, training, pre-service education, performance and quality improvement, monitoring and evaluation
- Significant background in the development and management of large international public health technical assistance programs
- Knowledge and understanding of policies of U.S. and other international donor agencies
- Comprehensive understanding of JHPIEGO’s approaches to training and to performance and quality improvement
- Appreciation of socio-cultural differences, preferably having lived and worked in one or more developing country settings
- Capacity for analyzing technical problems and issues which impede efforts to provide improved health care to populations; developing technical solutions to these problems/issues and assisting in the design of operational research which could yield appropriate solutions to these problems/issues.
- Thorough understanding of and ability to analyze financial documents, projections, expenditures and accruals
- Abilities/Skills: (action, i.e., negotiate, manage, exercise independent judgment, act as technical advisor, network, train, etc.)
- Proven leadership and management skills
- Experience in leading and working with multi-cultural staff
- Excellent skills in facilitation, team building and coordination.
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform, and demonstrated skills at managing complex, multidimensional programs
- Aware of and sensitive to working in multiple socio-economic settings and with multi-cultural groups
- Ability to develop productive working relationships with counterparts in other agencies and organizations worldwide
- Ability to provide technical leadership to develop innovative programs and approaches
• Strong business development skills, including proposal writing and negotiation skills
- Excellent written and oral communication and presentation skills
Preferred Qualifications:
- Practical management, training or clinical background in one or more of the following JHPIEGO technical areas: HIV/AIDS; maternal, newborn and child health; or reproductive health and family planning
- Fluency in one or more languages used in the international development community
- Lived and worked in one or more developing countries
- Previous experience managing a field office in a developing country
- Previous experience managing or working with U.S. government funded international development programs
