Finance Manager

Department: ACCESS Program

Position Reports To: Program Finance Director

Positions Supervised: Financial Administrators

Location: Baltimore, Maryland

Overview:

The Senior Finance Manager will provide leadership in overseeing the financial and contractual aspects of Jhpiego’s ACCESS Program, a USAID funded Leadership with Associates Award. He/She will be part of the ACCESS Management Team working closely with the ACCESS Director, Program Staff, and Jhpiego’s Country offices to ensure accurate financial, contractual and administrative reporting to the management team and to agencies external to JHPIEGO. He/She will ensure financial systems and reports are compatible with standard accounting practices and follow USAID and Jhpiego rules and regulations.

Responsibilities:

  • Provide strong financial leadership and guidance to the ACCESS Management Team JHPIEGO’s Program Managers, Country Directors, and agencies external to Jhpiego
     
  • Represent Jhpiego during Management Review meetings with USAID for the ACCESS Family Planning Associate Award
     
  • Work closely with both the ACCESS Director and Deputy Director to ensure that resources are appropriately allocated and tracked (including earmarks) and that expenditures are in line with available funding
     
  • Work closely with ACCESS Management to ensure close-out procedures meet the contractual requirements in the award (s)
     
  • Perform financial planning and reporting and draft sub agreements using Jhpiego templates to partner organizations
     
  • Interpret financial transactions and events for non-financial staff
     
  • Work closely with Baltimore staff and country offices to strengthen uniform practices and procedures in support of international field operations
     
  • Develop work plan budgets and annual financial forecasting for the ACCESS Management Team; review budgets with USAID and agencies external to Jhpiego to determine funding needs based on program activities
     
  • Assist staff in determining allowability and allocability of costs to a particular award
     
  • Actively work with all levels of management to gather, analyze, summarize, and prepare financial plans, budgets, cash flow projections, pipeline analyses, and operating forecasts
     
  • Monitor actual expenditure levels against budgets and funding obligations
     
  • Work closely with the Finance and Administration Office to ensure timely setup and maintenance of sponsored accounts in the various financial systems and the timely and accurate submission of reports and invoices to sponsor
     
  • Work closely with Global Human Resources to open and close country offices and awards/projects within a country office
     
  • Provide guidance regarding the interpretation of applicable contract, grant and cooperative agreement terms and conditions, as well as other administrative rules, cost principles under OMB (including A-21, A-133, A-110), 22CFR226, 22CFR228, and FAR
     
  • Recommend changes in RIF imprest fund balances as required
     
  • Review and process Quickbook files from field offices
     
  • Serve as direct finance team link to country offices
     
  • Hire, supervise, and mentor finance staff based in Baltimore and overseas
     

Qualifications and Requirements

  • BA in accounting, finance or related field with 7+ years financial or cost management experience supporting international development program operations
     
  • Extensive financial management experience, with at least ten years at a senior level, working with USAID and other international donor agencies
     
  • Knowledge of cost accounting methods and practices applicable to management of private and federal monies
     
  • Minimum of a BA in Finance, Accounting, Economics, Business or a related field
     
  • Demonstrates a leadership and management style that works in cooperation with others who represent a wide range of interests and needs
     
  • Advanced knowledge in the use of financial software applications, databases, spreadsheets, and/or word processing required. Packages include: Microsoft Outlook, Access, Excel and Word plus university-specific accounting & reporting packages
     
  • Experience with international, non-profit organizations (larger than $10M), as well as a multi-office, multi-national environment
     
  • Understanding of the difference between contracts and cooperative agreements and their relevant terms and conditions
     
  • Comfortable with a team approach to management and the ability to manage several major activities simultaneously
     
  • Excellent general management skills particularly in facilitation, team building and coordination
     
  • Is an effective communicator and can explain the organization’s direction and motivate others with strong, honest leadership
     
  • Posses excellent problem solving skills
     

Preferred Qualifications:

  • Field experience especially in developing countries
     
  • Master’s degree in Finance, Accounting, Business, or equivalent experience
     
  • CPA or foreign equivalent
     
  • International travel experience
     
  • Spanish or French language skill
