Proposal Manager

Overview:
The Proposal Manager works with the Business Development Office, Business Development Finance, Global Human Resources and Program Technical Staff to ensure successful completion and responsiveness of Jhpiego’s proposals for new business. This position will manage both prime and sub-proposal opportunities, serving either as leader or team member. The Proposal Manager will be assigned to a target region and will participate in leads development, proposal preparation and transition to implementation. This includes regularly communicating with program and technical staff, facilitating development of an opportunity pipeline, tracking the status and results of on-going projects, monitoring activities of competitors, partners and donors and preparing proposals. Jhpiego’s work focuses on Maternal and Child Health, Family Planning & Reproductive Health, HIV/AIDS Prevention and Care, Malaria Prevention and Treatment and Cervical Cancer Prevention and Treatment.
Responsibilities:
- Support efforts for Jhpiego to maximize competitiveness through pre‐bid preparation, partner formation, staff recruitment and presentation of compelling proposals
- Manage or coordinate primary sub proposals and less complex primes
- Liaise with other Jhpiego departments to engage programmatic and technical experts
- Participate in or lead pre‐bid proposal preparation
- Support partner negotiations
- Collect, analyze and present information about donors, partners, and competitors to assist in informed bid decisions
- aintain proposal status data and produce reports
- Monitor near‐ and far‐term identified business opportunities for target region
- Capture existing proposal debriefing and program results to present in future proposals
- Analyze technical, business, and human risk and inform management as appropriate
- Synthesize input for bid and no‐bid decisions
- Facilitate bid and no‐bid decisions
- Liaise directly with prime organizations and advocate for Jhpiego’s position on bids
- Develop proposal writing outlines, calendars and manage teams to deliver on time results
- Draft, edit and synthesize non‐technical proposal content
- Support review and editing of cost documents

Assure non‐technical proposal content complies with client needs
- Work with HR to recruit and identify technical and management staff for overseas positions
- Manage production of proposal submissions to ensure on‐time delivery of all documents
- Nurture team working relationships
- Serve as team member on proposals, supporting any aspect required
- Coordinate, facilitate and document internal proposal debrief
- Facilitate transition of awarded projects to implementation team
- In collaboration with program and technical staff, draft, edit and finalize corporate capability statements and past performance references
- In collaboration with Public Affairs, draft press releases and other documents for dissemination
- Support staff training programs to ensure that business development endeavors are streamlined and efficient
- Draft, route and track sensitive contractual documents
Required Qualifications:
- 3+ years combined proposal/grant writing and program management experience in international development environment
- Hands on proposal management experience including technical writing and editing, partnering, recruiting and budgeting
- Demonstrated success in securing funds from international donors such as USAD, CDC
- Advanced degree in public health or related field
- In depth knowledge of USAID and CD regulations and requirements
- Understanding of global health priorities and development approaches
- Ability to self‐manage, multi‐task and prioritize in faced paced environment
- Strong decision‐making skills and results oriented approach
- Strong oral, written and presentation skills
- Demonstrated analytical, organizational and decision making skills
- Proficient in MS Office and online resources
- Ability to travel
Preferred Qualifications:
- French language skills strongly preferred
- At least 6 months experience working in one or more developing countries
