Consultant Opening: Application and Systems Developer
Jhpiego is seeking a consultant to assit with the development of a data system to support our field operations in the area of health system performance and quality improvement.
Overview:
Working in collaboration with the Health Informatics Advisor, and with additional input of the Learning Technology Advisor and the Director of Management information Systems, the consultant will develop, test, and document a database application using approaches and technologies appropriate for the low-resource, low-bandwidth, and diverse international settings where Jhpiego conducts its field operations. The data system to be developed will support performance and quality improvement initiatives in health facilities in low-resource settings. Since the central Jhpiego office in Baltimore supports evolving programs in multiple settings, the application to be created will serve as both a foundation for future development and a model for adaptation to be undertaken by our overseas staff; therefore a premium will be placed on creating a system that is scalable, modular, well-structured, well-documented, maintainable, portable, and adaptable.
Responsibilities:
The specific tasks for the consultant to complete are:
- Proto-type and develop a working database application and associated reports to support Jhpiego’s field-based approaches to performance and quality improvement
- Develop, document and test the data system in accordance with Jhpiego’s Systems Development Process (SDP).
- Using a standard systems life-cycle philosophy ,
- validate requirements and “use cases” with key stakeholders,
- document detailed project plans including timelines, and system designs,
- develop required code,
- create test plans and
- perform testing of systems, etc.
Qualifications and Requirements:
- BS, Computer Science, Engineering, or related field.
- Practical experience with developing databases using an EAV (Entity-Attribute-Value) data model
- 1+ years of successful development experience with technologies such as SQL, Access, Visual Basic, JavaScript, VBScript, HTML, *.NET, MS Reporting Services
- 1+ years of practical experience with object-oriented design methodology and database design methodology.
- Ability to code and document clearly; “self-document”
- Ability to work independently, set relevant priorities, and self-manage
- Ability to work with a diverse and dynamic international team
- Experience with systems development for healthcare or non-profit organizations
- Experience with iterative-design, “agile” techniques, and/or Rapid Application Development
Preferred Qualifications:
- Experience with Open Source development
- MS, Computer Science, or related field
- Experience with user interface design
