Maternal and Newborn Health Technical Advisor

Overview:

The Maternal and Newborn Health (MNH) Technical Advisor will implement the Safe Birth Africa Initiative (SBA/Rwanda) as well as PMI programs in Rwanda. SBA/Rwanda implementation will be carried out in close collaboration with the Ministry of Health (MOH) through existing programs such as Twubakane Program, Capacity Project, UNICEF, UNFPA, etc. PMI activities will be implemented in collaboration with WHO, the MOH and other partners working in malaria in pregnancy. The MNH Technical Advisor will provide assistance and support to these partners and key stakeholders and donors in the development of policies and guidelines and implementation of programs aimed at improving maternal and newborn health throughout the country. The MNH Technical advisor will be employed by Jhpiego’s ACCESS Program and housed in the offices of a partner project.

Responsibilities:

  • Implement SBA/Rwanda workplan in close collaboration with local partners and stakeholders
     
  • Ensure that maternal and newborn health issues at community and facility levels are addressed in relevant national health policies, strategies, and operational plans
     
  • Implement PMI workplan in close collaboration with WHO, MOH, and other local partners and stakeholders
     
  • Ensure synergy and complimentarily between PMI and SBA/Rwanda programs to the extent possible
     
  • Assure continuous monitoring and evaluation of programs and report findings
     
  • Complete required data gathering and report writing on a timely basis
     
  • Communicate on a regular basis with the ACCESS technical team
     
  • Formulate productive working relationships with counterparts from other organizations working in maternal and newborn health in order to disseminate, discuss, and promote consistent evidence-based approaches on a national level
     
  • Build the capacity of MOH and other counterparts in using data for decision making, advocacy work, developing national policies and plans, setting strategic goals and selecting priorities, and implementing and scaling up services
     
  • Support organizational strengthening within the MOH Reproductive Health Division
     
  • Assist counterparts to identify barriers or gaps in program implementation and service delivery and work out solutions and guidelines to address them
     
  • Write and/or review technical components of Rwandan MCH materials and publications
     
  • Collaborate with other donor-funded individuals and programs (UNICEF, UNFPA, WHO, DFID, World Bank, etc.) to build capacity throughout the health system
     
  • Work with the ACCESS technical team to identify and hire technical advisors/consultants as needed for additional delivery of short-term ACCESS program technical assistance to partner organizations
     
  • Monitor and supervise the efficiency and effectiveness of the work of ACCESS
    short-term consultants in country
     
  • Keep the ACCESS global award informed of successes, challenges, and lessons learned.
     
  • Develop and maintain excellent relationships with colleagues and donors in country and region
     

Qualifications and Requirements:

  • Masters degree in public health or relevant field with 5+ years senior level experience in program development and implementation of maternal and children health programs
     
  • MD or RN/Midwife preferred
     
  • Technical or clinical background in area of maternal and newborn health, specifically essential and emergency maternal and newborn care and malaria in pregnancy
     
  • Knowledge of community-based programs and performance improvement/quality improvement approaches
     
  • Demonstrated experience managing USAID funded international maternal and newborn health programs
     
  • Ability to develop strategic and programmatic plans in cooperation with Ministries of Health/other stakeholders/donors
     
  • Previous field experience in Africa; experience working in Rwanda preferred
     
  • Comprehensive understanding of evidence-based maternal and newborn health interventions
     
  • Ability to develop working relationships with counterparts
     
  • Field oriented and comfortable with carrying out an advisory/mentoring role rather than a management role
     
  • Relationship with established network of senior level international reproductive health professionals and is a respected member of that network
     
  • Organizational development experience
     
  • Excellent verbal, written and presentation skills
     
  • Fluent English language skills and working knowledge of French
     
  • Ability to travel within country/region
