Regional Advisor, Asia Near East and Europe (ANE)

Location: Jakarta, Indonesia

The Regional Advisor for ANE has responsibility for providing strategic leadership in program planning and development in the region. Business development is an essential element of the position. The Regional Advisor is expected to work closely with country directors, Team Leaders and business development to identify new business opportunities in both the public and private sectors. The Regional Advisor is also expected to serve in an important mentoring and technical advisor role working to help strengthen program implementation as well as mentor, as appropriate, new and existing staff working in the region.

The Regional Advisor will represent Jhpiego at important national and international forums, such as those hosted by the World Health Organization, USAID, DFID and by other such groups.

The Regional Advisor should have sound working knowledge of key Jhpiego interventions, including family planning, maternal and child health, Malaria, HIV/AIDS, Infectious Diseases and quality improvement approaches and should have a solid understanding of Jhpiego programming, budgeting and technical approaches.

The Regional Advisor will work closely with Jhpiego’s Director of Global Program on strategic planning initiatives, and on approaches to decentralization more authority to field programs.

The Regional Advisor should have worked in the international health area, with a focus on RH/HIV/FP/MCH for at least 10 years and must have a solid record of accomplishment over that period of time.

Responsibilities:

  • Development and oversight of the ANE regional strategy
     
  • Identification and spearheading program development in non-presence countries where Jhpiego might work
     
  • Mentor and coach new or existing field staff
     
  • Participate in international technical meetings presenting key Jhpiego program and/or technical interventions
     
  • Identify new donors
     
  • Conduct field program audits of selected country programs to ensure quality program implementation
     
  • Coordinate regional team meetings
     
  • Knowledge of regional demographic trends and implications for country specific programming
     
  • Ensure that best practices generated from country programs are effectively disseminated throughout Jhpiego
     
  • Spearhead opportunities for new business and sources of funding
     
  • Work with Business Development Unit to provide proposal management, design, writing, and editing, as needed.
     

Required Qualifications:

  • Advanced degree in public health or related field with 10+ years international program development and project management experience
     
  • Graduate degree in public health or related field
     
  • Strong understanding of Jhpiego programming and technical approaches
     
  • Strong programming and management skills
     
  • Comprehensive understanding of current global health funding priorities
     
  • Excellent verbal, written and presentation skills
     
  • Strong change management and decision making skills
     
  • Ability to travel up to 40% time in the region
     
  • Language fluency (as appropriate to the region)
     
  • Worked or lived in the region
     

Knowledge:

  • Extensive knowledge of Jhpiego’s global health programming priorities
     
  • Extensive knowledge of international and U.S. donor agencies and private sector foundations
     
  • Thorough understanding of key technical issues which Jhpiego must address to improve the health of women and their families
     
  • Understanding of quality improvement and training techniques
     

Abilities/Skills:

  • Ability to liaise with the international donor community.
     
  • Demonstrated skills in the technical program implementation
     
  • Excellent communication, presentation and writing skills
     
  • Ability to develop complex projects using performance improvement and SBM-R approaches
     
  • Ability to lead teams conducting multi-disciplinary strategic planning and needs assessment country visits in order to provide guidance to donors, USAID missions and counterparts regarding national programming strategies.
     
  • Excellent skills in facilitation, team building and coordination.
     
  • Field oriented and comfortable with a team approach to programming and the ability to manage several major activities simultaneously.
     
  • Experience negotiating with country missions, donors and other senior level global health professionals
     
  • Ability to interact with established networks of senior level global health professionals
     
  • Ability to develop budgets and strategic plans
