Financial Analyst II

Overview:
The Financial Analyst works closely with the Finance Manager and Finance Administrators to ensure internal financial structures and systems are consistent with JHU systems and donor reporting requirements. Analyst works closely with Global Programs, Contracts Management, Global Human Resources Office, Program Finance Team, and country offices staff to establish, develop, and strengthen uniform practices and procedures in support of international field operations to the maximum extent practical.
Responsibilities:
- Keep abreast of laws and regulations that apply to the field of professional expertise to maintain up-to-date compliance
- Interpret financial transactions and events for non-financial staff
- Establish and implement uniform financial practices and procedures in support of international field operations
- Advise program staff in determination of allowable and allocable program costs and advise staff where contemplated costs should be charged
- Gather, analyze, summarize, and prepare financial plans, budgets, cash flow projections, pipeline analyses, and operating forecasts
- Review assigned project budgets on a monthly basis, assessing expenditure burn rates, funding requirements, and financial commitments
- Update monthly accruals and projections to support forecasting accuracy and project completion as required
- Monitor actual expenditure levels against budgets and funding obligations
- Assist in the annual budgeting process for assigned projects
- Develop detailed budgets and narratives for RFAs and RFPs
- Follow-up with staff submitting invoices to donors to ensure timely submission of reports and invoices in compliance with terms and conditions of the grant/contract
- Provide the required financial information in support of the budgeting processes related to the JHU five-year plan and non-sponsored and indirect rate accounts
- Work closely with the Financial Administrator responsible for the project portfolio to ensure accurate and timely setup of sponsored accounts in the financial systems and the timely and accurate submission of reports and invoices to sponsors
- Assist with opening and closing of country offices and awards
- Provide guidance, as able, regarding the interpretation of applicable contract, grant and cooperative agreement terms and conditions, as well as other administrative rules, cost principles under OMB (including A-21, A-133, A-110), 22CFR226, 22CFR228, and FAR
- Recommend changes in imprest fund balances as required
? Authorize and review staff travel requests and advances
- Analyze and authorize materials order requests
- Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphic packages to assemble, manipulate, format data and/or reports
Qualifications and Requirements
- BA in finance, accounting or business with 2+ years financial or cost management experience in international development arena
- Experience would include some or all of the following: experience with international, non-profit organizations (larger than $10M), as well as a multi-office, multi-national environment and; experience working with public and/or private donors
- Demonstrated ability in financial analysis, financial reporting, cash flow analysis, budget development and forecasting
- Understanding of service center, fringe, and indirect rate application and allocation methodologies
- Basic knowledge of US government cost principles, GAAP accounting rules, and grant/contract management
- Working knowledge in the use of financial software applications, databases, spreadsheets, and/or word processing required. Packages include: Microsoft Outlook, Access, Excel and Word plus university-specific accounting & reporting packages
- Excellent oral and written communication skills
- Demonstrated ability to effectively manage several major activities simultaneously
- Basic understanding and interpretation of OMB, CFRs and FAR
- Basic understanding of the difference between contracts and cooperative agreements and their relevant terms and conditions
- Strong knowledge of JHU accounting policies and procedures
- Ability to undertake financial tasks and focus on “big picture” issues
- Ability to create linked proposal budgets for diverse donors/sponsors
- Ability to work on simultaneous projects
- Excellent time management skills
- Ability to work independently
