Financial Administrator

Department: Program Finance

Position Reports To: Program Finance Director

Positions Supervised: None

Location: Washington, DC or Baltimore, Maryland

Overview:

The Financial Administrator works closely with the Director for Program Finance in coordinating and ensuring internal structures and systems are consistent with JHU systems and donor reporting requirements. This position works closely with the staff of Jhpiego’s Global Programs, Technical Leadership and Innovation, Global Human Resources Office, Finance Team, and country offices to establish, develop, and strengthen uniform practices and procedures in support of international field operations to the maximum extent practical.

Responsibilities:

  • Review assigned projects, on a monthly schedule, assessing expenditure burn rates, funding requirements, sub-grants, and contract cash and financial commitments
  • Actively work with all levels of management to gather, analyze, summarize, and prepare financial plans, budgets, , pipeline analyses, and operating forecasts
  • Monitor actual expenditure levels against budgets and funding obligations
  • Recommend budget adjustments and other cost improvement measures as needed
  • Assist in developing financial policies and procedures, training materials and programs, and present to staff
  • Keep abreast of laws and regulations that apply to their field of professional expertise to maintain up-to-date compliance
  • Interpret financial transactions and events for non-financial staff
  • Work closely with Headquarter’s staff and country offices to strengthen uniform practices and procedures in support of international field operations
  • Assist staff in determining allowability and allocability of costs to a particular award; and whether contemplated costs should be charged direct, to service center, or to general funds
  • Determine monthly accruals and projections to support forecasting accuracy and project completion as required
  • Coordinate the preparation and analysis of financial reports for program and management’s review
  • Provide periodic reports to internal and external clients
  • Coordinate and prepare budgets for all assigned accounts
  • Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphic packages to assemble, manipulate, format data and/or reports
  • Assist in creating detailed budgets and budget narratives for business development applications/proposals
  • Work closely with the Finance and Administration Office to ensure timely setup and maintenance of sponsored accounts in the various financial systems and the timely and accurate submission of reports and invoices to sponsor
  • Work closely with Global Human Resources to open and close country offices and awards/projects within a country
  • Provide guidance regarding the interpretation of applicable contract, grant and cooperative agreement terms and conditions, as well as other administrative rules, cost principles under OMB (including A-21, A-133, A-110), 22CFR226, 22CFR228, and FAR
  • Recommend changes in imprest fund balances based on historical expenditures and projected needs
  • Recommend improvements to global financial policies and procedures
  • Ensure financial integrity of funds used in country offices.
  • Review and process Quickbook files from field offices
  • Serve as direct finance team link to country offices

Required Qualifications:

  • BA in Finance, Accounting or related field
  • 5+ years experience with financial analysis, financial reporting, cash flow analysis, budget development, and forecasting
  • Knowledge of USAID, CDC and other international donor agencies
  • Understanding of service center, fringe, and indirect rate application and allocation methodologies
  • Knowledge of US government cost principles, GAAP accounting rules, and grant/contract management
  • Understanding of the difference between contracts and cooperative agreements and their relevant terms and conditions
  • Ability to create complex proposal budgets for diverse donors/sponsors
  • Demonstrated ability to effectively manage several major activities simultaneously
  • Understanding and interpretation of OMB, CFRs and FAR
  • Excellent oral and written communication skills
  • Ability to work independently in an unstructured environment
  • Proficient in MS Office and university-specific accounting and reporting packages
  • Proficient in Quickbooks

Preferred Qualifications:

  • MA in Finance, Accounting or related field
  • CPA or foreign equivalent
  • Field experience in developing countries
  • Experience in global organizations
