Monitoring & Evaluation Advisor

Location: Gaborone, Botswana

Overview:

The Monitoring & Evaluation Advisor will provide overall technical assistance in the development and implementation of monitoring and evaluation (M&E) activities for the Safe MC Circumcision Program. The M&E Advisor is responsible for overall collection and reporting of PEPFAR service delivery data at country level office and works collaboratively with other team members on program planning and implementation.

Responsibilities:

  • Provide technical leadership and direction to project M&E strategies, frameworks, plans, and indicators to capture project performance and results
  • Coordinate the successful implementation of the project’s M&E activities to ensure that the project meets set targets in accordance with national and PEPFAR standards
  • Provide technical leadership and guidance to the team and project counterparts at all levels to participate in and lead, as needed, monitoring and evaluation of project activities and data use for programmatic decision-making
  • Contribute to annual workplanning process in close collaboration with Project Director, CDC, and the rest of the project team
  • In collaboration with the project team identify and document programmatic successes, best practices, challenges, and lessons learned
  • Lead results reporting to CDC by providing written documentation on M&E activities and indicator results for progress and annual reports as appropriate
  • Be responsive to the Government of Botswana and maintain excellent relationship to ensure that program activities are moving forward consistent with the national HIV/AIDS response in Botswana
  • Cultivate strategic M&E relationships and alliances with other PEPFAR partners
  • Coordinate and/or represent the project team in professional circles through meetings, conferences, and presentations
  • In collaboration with project team, ensure that necessary M&E planning, budgeting, and management activities occur to facilitate smooth and efficient program functioning

Qualifications and Requirements

  • Advanced degree in public health, statistics, health informatics or related social science
  • 6+ years experience in successful field implementation and management of M&E programs in HIV/AIDS for public, private or NGO sector
  • Experience working in Botswana
  • Strong computer skills including data base management and word processing
  • Ability to process and analyze data from computer-based health informatics applications including Microsoft ACCESS and one or more of the following statistical software packages: SPSS, Epi-Info, Stata
  • Technical skills in monitoring and evaluation, including at least 4-5 of the following:
    • applied evaluation or research;
    • timely data analysis, synthesis, and communication of results;
    • design and implementation of evaluation protocols;
    • design and implementation of program monitoring systems;
    • development and field-testing of data collection instruments for M&E indicators;
    • data collection planning and implementation (routine or survey);
    • translation of complex data systems and results into understandable lessons learned and action priorities for programmatic and other technical staff
  • Experience providing technical assistance to US Government/PEPFAR financed projects with emphasis on HIV prevention, care and treatment
  • Experience developing strategic and tactical plans in collaboration with others (stakeholders) who may represent a wide range of interests and needs
  • Proven track record in coordinating a project team composed of technical experts and consultants in M&E activity implementation and reporting
  • Familiarity with international donor policies and administrative procedures, and have experience in design and implementation of overseas health projects
  • Knowledge of M&E and PEPFAR program activities in Botswana
  • Technical knowledge and experience in the range of applied research and monitoring and evaluation techniques, including the relationship of information systems to program implementation
  • Understanding of performance improvement and training techniques
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform; ability to manage several major multidimensional activities simultaneously
  • Experience in public speaking and professional presentations
  • Ability to recognize limitations and seek appropriate expert advice as needed from the Project Director and Jhpiego Baltimore M&E staff
  • Ability to travel domestically
