Financial Officer

Location: Gaborone, Botswana
Overview:
Provide financial management support to Jhpiego’s Botswana Country Office and to ensure the smooth running of the office. This includes handling day to day financial operations with particular emphasis on handling bank accounts, implementing and maintaining an on-site financial accounting and bookkeeping system required to assure the integrity and effective performance of Jhpiego/Botswana financial operations. Assist in analyzing, monitoring, reporting, and evaluating obligations and expenditures, and provide Jhpiego/Baltimore with reports.
Responsibilities:
- Provides complete financial management of the Jhpiego Botswana office
- Maintains, monitors, and disburses funds from the project bank account in accordance with Jhpiego’s financial management guidelines
- Codes, tracks, and processes vendor and consultant invoices, and staff expense reports for payments.
- Monitors and reconciles travel expenses and project expenses to individual advances
- Maintains Log Registers/Reports - purchase order log, reports on Quickbooks etc.
- Reviews and replenishes Office Petty Cash Fund.
- Manage day-to-day financial operations with particular emphasis on handling accounts payable, creating budgets, preparing and submitting monthly financial reports and conducting financial analysis
- Provides HR support including payroll, benefits, taxation and time sheets as needed
- Examines financial documents such as invoices vouchers, purchase orders, etc. to ensure the completeness, accuracy, and validity of financial data.
- Maintains proper documentation of all financial transactions and filing of accounting documents; maintain accounting records compatible with standard accounting practice, JHU/Jhpiego, and CDC guidelines
- Assists with external audits—Financial and otherwise
- Assist Administrative Coordinator with Procurement as needed
- Assist Program staff in Botswana and Baltimore in the development of annual budgets for program activities and local office costs.
- Responsible for collection and disbursement of cash and proper documentation of all cash transactions.
- Assume other duties as assigned by the supervisors that ensure the sound functioning of the country office.
Qualifications and Requirements
- Basic accounting knowledge-CPA 1 or efforts in acquiring accounting qualifications or equivalent; demonstrated knowledge of and experience working with computers and spreadsheets required
- Must have demonstrated book-keeping skills, an understanding of maintenance of ledger entries, cash book and account entries and bank reconciliation
- Must be able to handle a variety of assignments sometimes under pressure of deadlines
- Must be cooperative, hardworking, flexible & dependable.
- Self management is necessary (i.e. motivation, dealing with pressure, adaptability), as is the ability to project a professional and consistent image.
- Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform
- Ability to interact skillfully and diplomatically with colleagues and supervisors, both domestically and internationally.
- Comfortable with a team approach to programming and the ability to manage several major activities simultaneously
- Excellent skills in facilitation, team building and coordination
- Ability to plan appropriate trainings
- Proficient in Microsoft Office (Word, Excel, Powerpoint, etc.)
- Fluency in English and Setswana
- 7+ years’ experience as a trainer
- 5+ years of HIV/AIDS program experience
- Fluency in both English and Setswana
Preferred Qualifications
- Proficiency in writing technical and programmatic reports that document program direction or results
- Knowledge of CDC and Government of Botswana Regulations
- Experience working for an international NGO in a financial role
