Proposal Officer

Department: Business Development Office

Position Reports To: Associate Director

Location: Baltimore, Maryland

Overview:

The Proposal Officer works with the Business Development Office, Business Development Finance, Global Human Resources and Program Technical Staff to ensure successful completion and responsiveness of Jhpiego’s proposals for new business. The Officer will support Proposal Managers on complex prime proposals and directly manage sub opportunities. Officer will also be assigned to select countries or a target region and will participate in leads development, identification and dissemination of opportunities. This includes scanning for potential new business opportunities through donor websites, regular communication with the field, tracking the status and results of on-going projects and monitoring activities of competitors, partners and donors. Jhpiego’s work focuses on Maternal and Child Health, Family Planning & Reproductive Health, HIV/AIDS Prevention and Care, Malaria Prevention and Treatment and Cervical Cancer Prevention and Treatment.

Responsibilities:

  • Identify and track potential procurements that are consistent with Jhpiego's core competencies of human capacity development, maternal health, reproductive health and infectious disease programming
  • Gather, synthesize and support analysis of information about donors, partners, and competitors
  • Analyze and manage opportunity feedback from stakeholders
  • Compile and synthesize input to support bid/no-bid decisions
  • Provide regular reporting on proposal status and results
  • Manage sub proposals and less complex primes
  • Draft, edit and synthesize proposal content
  • In collaboration with program and technical staff, draft and edit corporate capability statements and past performance references
  • Liaise directly with prime contractors and organizations
  • Support proposal managers and teams
  • Work closely with the human resource office to identify and propose staff
  • Develop proposal writing outlines
  • Assure non-technical proposal content complies with client needs
  • Manage production of proposal submissions, assuring on-time delivery of all documents
  • Support transition of awarded projects to implementation team
  • Nurture and maintain relationships with competitors, partners, and donors
  • Maintain updated information on JLibrary
  • Support development and implementation of office processes
  • Meeting planning including room set-up, meals, etc.
  • Draft, route and track contractual documents
  • Assist Proposal Manager with additional tasks/initiatives as assigned

Qualifications and Requirements

  • BA with 3+ years of business development and project management experience
  • Knowledge of international and U.S. donor agencies and private sector foundations
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Excellent communication, presentation and writing skills
  • Strong interpersonal and analytical skills
  • Proficient in office software and online resources
  • Willingness to work overtime during proposal preparation and production
  • Aware of and sensitive to working in multiple socio-economic settings and with multi-cultural groups in a developing country environment

Preferred Qualifications

  • Advanced degree in public health or related field
  • French language skills
  • Worked or lived in one or more developing countries
